WHEN TO GO AND THEN ASK FOR VOLUNTEERS

 

He stays glued to the weather and news reports.  If it is a hurricane, he goes as close to the area as possible and stages until the storm has moved out, and then moves in to assess damages.  He searches for a site to set-up and meets with local officials.  During this time he is in contact with his alliances. 

Once he has made his assessment, he will begin returning calls to volunteers.
